For example you can buy qwerty module instead of waiting twelve years for another high-end qwerty smartphone to be released. Or you can build yourself 'cameraphone' when some company would release proper camera module and upgrade just this module with next camera module iteration several years later.
It's good concept, i just don't think it will sell well. Generic people don't want choice now, they want to buy thing and use thing.

The problem is not that people don't want choice, the problem is that smartphone needs are simply not that specific. You want a good camera? There are plenty smartphones with good cameras. You want a keyboard? There are plenty of cases with keyboards for most flagship devices. Most people just don't really care, they all need to do the same six things that almost every smartphone these days can do. So they buy one of those and use it until it's finished after a four years. The people that do care about these toys want a new smartphone every two years anyway. So like you said, it probably won't sell well.

Nokia doesn't have the capacity. If they want to release another phone in 2016 they'll have to team up with another manufacturer. And Microsoft now has the contract with Zeiss so that's gonna be a problem as well in the camera department.
