If you're doing 2D games MonoGame is a good bet, if you're doing 3D then I would look into Unity or Unreal.
SDL2 is also a good choice and can be easily used with OpenGL.

To be honest with both Vulkan and DirectX 12 you might as well just wait for engines to integrate both. Though I would be down to work on an Open Source graphics engine that uses both.
