cygwin has ssh and scp, and they work just fine. No sshfs, though. I use it all the time with ConEmu (https://conemu.github.io/).
Though to be honest, I keep a linux machine around and have synergy running so I can use both.
Yeah, like PuTTY doesn't exist as an SSH client and terminal for Windows.
