Where?

Fedora is a testing bed. Not an actual, usable distro. It's always incomplete.
As far as I know about SUSE, they rock with their KDE release. It's supposedly one of the best distros when it comes to it. As for Gnome, I have no idea how well it works.

How is it incomplete? Look at their milestones for each release. They rarely finish what they want and postpone a lot of stuff just to increase that magic release number.
