How exactly would that prevent MITM attacks? CAs exist because you can't always place your trust in the website you're browsing, thus a third party is used to verify that both people are who they say they are.

HTTPS itself if quite solid but the way that certs are distributed is quite open to snooping from government agencies. CAs can be coerced into cooperating with authorities which means it does NOTHING to prevent government snooping.
