i work with retards for a living, i'll explain what that guy meant:
mewing does make you excercise your mouth muscles, but it's only useful because it trains your muscle memory and it forces you to keep your jaw in a more prominent position, you're not going to get ripped jaw muscles.
Mewing helps all facial aesthetics regardless of gender. Watch that hour long speech he did on youtube, he shows a bunch of famous celebs and models and explains how their facial shapes are formed and how they change over time
