I do 5 drop sets of hammer curls going from 30 lbs at 14 reps down to 15 lbs at 9 reps, each time I drop 5 lbs. I do this every other day, am I over training? Also I'm natty and currently eating at maintenance.

I've been doing this for over a year cuz I always found curls 3x8-12 was boring. Right now I do 40 > 35 > 30 > 25 > 20 stopping one rep short of failure
However I've also been doing weighted pullups, chinups, dips, rows and bench press religiously for the better part of 3yrs.
My arms are about 16-17" now. Don't neglect your compounds.

Then just train some more. I mean, if you've only been training 1yr and don't have much muscle overall (I'm assuming), your arms aren't going to be that big
