Glytone soap and lotion is sort of helping me. Used to use Amlactin for the longest time. Now using both, but Glytone has helped a lot in just 2 weeks. Now I just need a tan and it's not as noticeable.
OP I used to have arms exactly like your picture, but I started using this lotion for your face which surprisingly helped A LOT. It's pretty much gone. Over time, it comes back but I just reuse it again and it's gone.
You basically need a lotion with Glycolic AHA. The one I bought was on amazon with a pink top and rated at 10%. It was fairly cheap.
Note: I bought another one rated at 12%, but unfortunately for whatever reason that didn't work as well as the 10%.
