When I train my chest to failure I do not feel the usual burn that I get in all my other muscles when I train them the same way. I can feel my chest during the exercise but I usually have to end sets not because of unbearable pain but because I just physically can't push the weight up again.
How do I get the same burn in my chest as in all my other muscles?

Dumbell + cable flyes with incline dumbell press.
Do that with relatively low weight + high reps and I guarantee you will feel a burn like never before.
Burn or whatever does not equal gains.

Fat distribution, it's genetics. People store fat differently.
There is no magical way to spot reduce fat, you just need to drop your overall bodyfat, and in your case your case when you hit your desired bf% goal, your arms are probably the last ones.
For majority stomach is the "problem area" but then again some people have visible abs at +15% bf.
