Singapore didn't technically have a dictatorship (after all, you could choose to vote for the opposition. It wouldn't matter, but you could make the choice), but it most certainly had a corrupt strongman at the top.

LKW wasn't corrupt, though mostly in a technical sense. Politicians are paid way in excess of what politicians elsewhere get officially, but for places with a bit more corruption the total income of said politicians is probably closer to that of a Singaporean one than one would think, what with their forms of side income.
I suppose what I'm saying is that what wod normally fall under "corruption" elsewhere is made legal, controlled, and transparent in Singapore.
