Depends if you want to be lean with hardly any muscle (cut), or big as fuck (bulk). If you bulk you can just cut afterwards and look shredded.

Bulk if you wanna bulk (reasonably), cut if you wanna cut (reasonably). Shit can go wrong either way, you can gain too much fat or lose all your muscle. Do whatever it takes to get the discipline and enjoyment you need out of it so you can make it part of your lifestyle and eventually either way you'll get where you want to be.
