AFAIK they teach both. And so does Klokov.

The point of teaching to control the height of the pull in the context of the clean, is that:

1: Allows the trainee to practise catching the bar low instead of only power cleaning + front squat
2: Allows the trainee to develop proprioception of his body and the bar
3: Helps the trainee develop the technique necessary to not get crushed by the bar on every catch he does

In the context of the snatch, it also is important for training the bar path.

Not saying you shouldn't teach the trainee to pull as high as possible, though.
Both are important to develop strength, power, and technique.

Just my opinion, though. Weightlifting is a complicated issue and there are coaches around the world that all disagree with each other. There's no truth or cookie cutter answer to any of these issues, really.

Every coach has its own methodology, and we've seen good results from people trained by coaches who use completely different methods and systems.

Literally EVERY coach will tell you to meet the bar where you meet it. Have you ever watched a good lifter warm up? See how they power there early lifts and squat them?

You should never cut your pull short. If you start cutting your pull with bitch weights, guess what will happen when you get to heavier weights...
