you have to use a third party program called C&C Online or something, it provides multiplayer support for all C&C games that used gamespy
if you however simply want to play a game with some friends you know, you can use something called 'Hamachi' is basically creates a (to the PC visible) LAN network, and your friends can connect
then when you open C&C go to local multiplayer, and you should see eachother
