When do the executions happen? It comes down to that province's elders and their methods of resolution. Where I come from and mostly anywhere else, it's usually a family member (hot-headed brother/uncle/father) that becomes vindictive and will escalate the situation in his town to public lashings/"honor-killing." Nowadays though people can pay heavy fines to save themselves from physical torture. The last several times someone cheated in my town literally nothing happened - they just divorced, followed by heavy fines and no one spoke of it.
