BMI is not very useful - specifically to this situation it doesn't distinguish between different types of fat. If a woman carries her fat on her hips, thighs, ass and breasts it isn't at all the same as having a lot of abdominal fat which is what "fat is unhealthy" is based on I think.
If I'm right waist-line would be a more effective measure than BMI which was only ever meant as a statistical tool where other types of measurement like calipers or waist-line were unavailable.
