originally it was strength gains due to adaptation of the cns - where the nerves develop to carry the full load of electricity they're able to: this allows you to activate the entirety of the muscle you already have. It's a lot quicker than enlarging the muscle, so your strength increases proportionally a lot more in the earliest lift attempts (if you have underdeveloped nerves).
