How can I grow larger breasts? I'm a bit smaller than a B cup and I want to actually fill out a bra.
I'm quite skinny, and always have been skinny or in shape.
I'm thinking that gaining weight would work wouldn't it? But what kinds of foods help, and is gaining weight going to actually cause a noticeable difference?
Will I get gross shit like stretch marks that won't go away after I cut?

Breast size is determined partially by genetics and partially by body fat. For example, if you have fibrous breasts, they will remain relatively the same size with slight fluctuations in weight. No specific foods will help you. If you gain a bunch of weight, your boobs will get bigger. If you lose a bunch of weight, your boobs will get smaller. Yes, you may get stretch marks.

Beyond investing in implants, I'd say learn to live with it. If it's a body image thing, start examining why exactly you're insecure over your breast size. If it's you think/want it's attractive to others, there's still the fact that the person might not be into it. Or they'll smell your insecurity (if they're smart) a mile away and friendzone you right off the bat.
But really, ask yourself why it bothers you so much. If it's still important when you can honestly answer that question, get implants.
