To be fair, it could be that one bulked up alongside losing weight. Keep in mind that JUST losing weight by cardio or dieting is a bad idea because you also want to form some muscle along the way so you don't look like a skeleton with skin flaps after you've gone through all the trouble of actually losing weight. Losing a lot of weight over a short period of time is also a bad idea because you're shocking your system.
Reason why someone might not actually lose weight even with exercise and changing their diet might be because they're compensating.
