The simple answer is that sprinters at the olympic level all lift weights to a significant degree as part of their training, they have to. Accelerating to and maintaining the speed of running they do requires every muscle in the body working with strength, endurance and speed, not just the latter.

I know the whole fast-twitch muscle fiber thing as a reason for sprinting success, but why doesn't that same trait lead to dominance in hurdles?

Its mostly cultural. Running is a big thing in a fuckload more places than hurdling is (the same is true for a lot of modern track and field events, which were pretty much resurrected and codified solely for the Olympics).
