Because it keeps your back flat (which is stupid anyway).
It's reasonable when doing an incline bench press to put your feet up on a box or something. When I do incline bench I try to keep my back flat, but I always end up arching my back as I start to push, making it easier and cheating. Putting your feet up prevents it.
If you have a mental disability, very low IQ or bodytourettes, you might be unable to stop yourself from using legdrive while benching - which is unfavourable if you just want to target the chest/triceps.
Other than that I have absolutely no idea.

I do it regularly. For me it's kind of an accessory exercise. Some say it's supposed to activate chest more. Only way I see it doing that is not using legs causes you to have lower arch increasing ROM. Legs up also needs you to focus more on stabilization without using legs. Also what >>35378329 said. Of course I'm not an expert and my experience is subjective but hope that answers some questions.

For some reason benching used to give me sick lower back pain from the arch. Putting my legs up kept it flat and there was no pain
