They should be legal, not sold to minors, and banned or allowed in sports at the discretion of that sport's governing body.
I realize that some kids are going to get their hands on shit regardless, but we don't need pharmacies selling gear to 14 year old Jimmy so he can be a JV starter. Likewise, I don't think tested means clean by any stretch of the imagination, but it does mean cleaner and safer than the all-you-can-pin free for all in untested sports.
