Yes. Fighters have very, very strict dryg testing schedules unlike body builders. They are real athletes whose bodies are tuned to win fights, not to look good. Consequently and ironically, their bodies often end up looking better than those who train for esthetics. They also cut hard right before a fight, so thats the definition youre seeing

Lots of UFC fighters have been busted lately for steroids, particularly the Brazilian ones, so he's probably used it in the past but he's never failed a pre or post fight test, so he's at least cautious enough with his cycle.
That being said most UFC fighters also don't use steroids to gain mass, they usually use the type that helps recovery so they can train harder and more frequently, so he's probably used steroids at some point, but that physique is achievable natty.
Eg: This dude got busted for steroids, and his physique is shit (He's strong af tho), these guys aren't roiding for great bodies, they're roiding for strong bodies
