'Whole Grain' means the entire grain of the wheat is used. Refined grains generally have some part removed (in the case of wheat it's usually the bran). This usually results in fewer micronutrients being present as well as less fibre.
The whole 'bread is bad' thing is a meme from like late 2014 IIRC. There's nothing inherently unhealthy in either whole grain or refined bread.
