To be fair, 'done in a three lift meet' often doesn't mean much with bench specialists. Half the reason for bench-only meets coming into vogue was the tendency of bench specialists to put up token squat and deadlift attempts just to get the formalities taken care of.

It used to be a lift family. they changed it because guys were leaning back too much and turning it into full body lifts and there were just tons of other issues in judging it. It was just too hard to come up with rules for it.

Honestly, the only way the press is ever going to be sanely used as a competition lift is if they steal a leaf from Strongman and say "we don't give a fuck how it goes up, just that it does". Trying to judge the standing press consistently is basically impossible.

You're confusing weightlifting history with powerlifting history family.
The three powerlifting lifts were standardized in the 60s, when the Clean and The Press was still a part of olympic weightlifting. There was no reason to include The Press in powerlifting because of that. The Clean and The Press was removed in 72, one year after the IPF was founded. It's removal was as much a political issue as it was a judging issue.
