If you're being honest about your diet, then it could be a composition issue. For example, if you have a very high body fat percentage at that height and weight, which I imagine you probably do, then you may be gaining muscle while you lose fat.
Another thing is how long you've been doing this for. And when do you weigh yourself? If you're not in the same relative condition when you weigh yourself that could affect it as well. For example if you weighed yourself initially on an empty stomach then again after a meal or after drinking a lot of water, your relative condition that might affect your weight could be different. If you're careful to weigh yourself in the same relative condition for two weeks with no change then maybe you have something to be concerned about. Otherwise I'd say you're alright.

i do have a high body fat percentage for my weight and height, which i fucking hate since i weigh less than a lot of people i know yet still look fat as fuck. I originally thought that gaining muscle at the same rate that i'm losing fat was farfetched but maybe it is just slowing down the weight loss on the scale.

Try doing a little more cardio. If your weight isn't moving either direction, and it's been like that for a year, you've found a balance in your diet that you probably shouldn't mess with. Just a little cardio would burn enough calories to tip the scales, and it has other positive health effects beyond weight loss.

Or you're not eating 1500 kcals a day. I'm 5'9 and measure my food to the GRAM and I dropped to 143lbs when I ate 1500kcals for six months in which period I was also not lifting.

Managing okay but would prefer to eat more and wondering if I'd be better off just aiming to lose half a kilo a week instead and ensuring I retain more muscle mass but take longer to reach weight goal?

I look better but don't seem to be losing anything on the scale.

Eat +100 kcals/day, incrementally. So 1600 tomorrow, 1700 after that etc. Do it for a week then lower by 100-200 just once, increase physical activity if needed.
Cutting for too long just lowers your maintenance eventually. Either that or you're a skelly and shouldn't cut.
