do cardio, walk a lot, get as thin as possible and then gain waight while working your legs out (squats and running)

Anything loading the spine or needing stabilising of the upper body works the muscles around and through your torso (TA, abs, obliques).

Glute activation, I think. On average women have less tendency to build upper body mass so it may not be an issue in most cases.

It's not to say you 100% will thicken up your torso if you squat, more so that it's 100% you won't if you use a weight-belt.

It's important to work out core, but if you seperate leg workout and core workout you can make the first heavier and keep the second lighter.

Women can't gain that much muscle. They would have to do a stupendous amount of exercise to build a noticeably thick core, their torso isn't going to balloon up like a male powerlifter's from squatting twice a week.

And for OP, do cardio to lose weight and light bodyweight exercises to stop yourself being a total skinnyfat, but you need hormones to alter fat distribution for tits, waist and a rounder butt. There are no exercises that will give you boobs or shrink your waist, and doing squats will build muscle but your ass will look square and mannish if you're not on estrogen.

It's called a hip belt. I haven't done them and they're not very common so there might be some reason not to do them like maybe they're hard on the hip bones (and it looks like you need two platforms), but it's a way of adapting the squat to isolate it to the lower body entirely which is why I thought of it. It might be too impractical now that I look at the exercise again.
