He is most likely juicing. I say this because of the 3d delts and how vascular he is.
Setting that aside, no it is not a good idea to buy a fitness program. It's a waste of money and you can just get one for free.

Just lift three or four times a week, heavy compounds, isolations if you feel like it, increase the weight each week, eat plenty for recovery. You don't need a fancy program or complicated diet
