OP I was like you when I first got into fashion, really into twee and eccentric girly things. The problem is unless you're Zooey Deschanel, you'll come across as immature. If you're under 18, it works, but any older than that and I'd avoid hair bows, lace and frills and pastels, etc or at least use them in moderation.
Uh, that said, I'd start small and simple. Get a couple of well-fitting dresses and skirts, not something with a crazy print that'll be impossible to match but a solid colour, stripes, florals, etc. Figure out what you like and what you're comfortable in. Go thrift shopping, very cheap way to look at and try on lots of styles in one day. You could try Keds or Tretorn for a girlier type of sneaker. For colours, there's no need to match up-and-down like the girl in the first pic does with the shoes + headband + dress + bag + parts of jacket ALL being yellowish, it's actually a bit overwhelming and looks better in concept than in reality. I wouldn't match more than two things at once in the exact same shade, unless it's a neutral like black. Browse around lookbook, tumblr, etc, and form an image collection of things you like, not just things that look nice on other people but things you'd be happy in. Good luck.

OP, it's easier to find skirts that fit than dresses that fit. (because our torsos aren't the same length).
Take a look like this, then un-slut it. Slightly longer skirt that doesn't say 'fuck-me' and ditch the feggy necklaces.
I've also noticed that asian girls seem to dress better than most. So look to them for answers.
