My right foot tends to overpronate from lifting/fencing and I couldn't stand on the balls of my feet. Just from doing this exercise daily for a week, 3x10 reps (but I lean also forward against a door), I can already stand on the balls of my feet and my running form has improved.

idk, I've switched from wearing shoes like Doc Martens and dress shoes to going barefoot and using "minimalist" shoes exclusively recently. My arches have gotten a lot stronger and my feet have gotten less flat. I guess results will depend on your individual feet.
