No, it's a lot of VERY understated tweaks that don't come across very obviously until you handle it or put it on. It's not loud, but it was never meant to be. You get bolder pieces from season to season (e.g. "oxide" prints, sheer PVC coats, suits in technical fabrics), but the underlying idea is that you have this base of sophisticated, refined American tailoring and sportswear so that those outliers become all the more showstopping.

I see palewave as a reaction to typical "/fa/-core", i.e. largely hard black monochrome colour palette, aggressive tailoring, techy fabrics here and there for bombers and stuff, a deliberately modern look etc.
Palewave on the other hand has a more wishy-washy palette with lighter tones, much more leeway for colour, generally more "classic" pieces like denim jackets instead of bombers, fabrics with a more inconsistent tone like stonewash denim, looser fits all round etc.

I was looking at some of those Champion collabs at Nordstrom Rack the other day. Not really my style, but they look really nice and feel great.
I like adding light shades into outfits, but I do feel the whole 'all pale' palewave thing pushes it into the realm of memechrome. /fa/ recycles this trend of very similar tri or quadro-chromatic palettes in different variations. There was gothninja with dark colors, then lunarcore, then palewave, which is the opposite equivalent of goof. Palewave probably gained traction when lunar threads introduced lots of light colors.
It's fine to dress in light colors, but palewave still feels like a trend for people who can't be arsed to figure out how to wear any real saturated colors.

There's way too many variables to answer. Everyone can wear pale colours, what differs is the context in which you are wearing them because the whole palette has to work.
