The bigger issue is how he is getting done. Healing factor or not, Ghoul's skin is hard/allmostimpossible to pierce - there are maybe three ways for him to do it:
1. Kagune, which is shit cause so far none of the other ghouls have such precise inking ones.
2. Ghoul detective shit. which would make sense. but hard to get and why the fuck would they make it.
3. RC Suppressor constantly injected in his eye, which makes his tato even more impressive.
