People will suggest stuff like Stutterheim or Rains, but that's silly. Stutterheim makes a good looking luxe raincoat, but it's too pricey and you can't ride a bike in one.
Just get something like North Face, LL Bean, Columbia, etc. Get an outdoorsy jacket made for rain. I have a black LL Bean jacket that looks pretty decent and keeps me dry.

Guys who are saying those are pleats have no clue what they're talking about. Pleats are when a wide piece of fabric is folded so it can be sewn into a smaller waist, see the pants on the left. What you want are just chinos with a crease. Check out Levis Sta Prest for a cheap version.
