They're at the top of my hips currently and that's what results in pic above. Are you telling me to wear them lower around the widest part of my hips?

i have the same problem, wearing very slim fitting shirts and slim/skinny trousers worked for me
short torso long legs = better silhouette for clothes

Low rise dress pants exist and might help, but honestly I don't think the long legs look is particularly bad.
