Qasas almost always look awful desu. Without the right proportions and wardrobe, they look absolutely clownish.

I think it all depends in where you live, where I am now, you see people wearing a wide array of designer and high fashion pieces so these are not out of place. In places where most people don't know how to dress, I'd imagine shoes like these would be out of place like you've said.
