In Italy, they aren't and will never be, unless you're an English landowner.
After the war, a number of Englishmen bought proprieties in Sicily. They used to wear those caps, and the Sicilians eventually started wearing them too.
Time went by, now it's known as the 'Sicilian coppola', associated with Sicilians and sheperds.
It's unsalvageable, at least not in this century.
