Here's why: mousses, hair spray, a plethora of hair care and styling products whereas men only seem to know of shampoo and hair gel/pomade. My dad, a guy who sleeps with a hairnet on and generally cares about his appearance, used conditioner for the first time last year and hasn't looked back since.
Men also refuse to use said products and care for their hair/face/clothes because they're scared their dick will fall off whilst women have no qualms about buying men's deodorant and razors. I would say most men do treat 9/10's and above as nothing but eye candy. Nobody expects anything out of them in life really, except them trading their pussy for material goods or favors.

Another important thing to consider is how you treated your hair.
I've known a lot of guys who from 12 to 16 did a lot of shit to their hair, they wanted straight hair so they did a lot of heat straightening and while it worked for a while it did cause some damage.
Now they're 20 and they are already balding a little bit, expecially on the temples. I never did shit to my hair while I was younger cause I was autistic and didn't give a shit about my appearance, but now that I care I have very healthy hair since I've never messed with them.
