Like dissolves like. Use an almond or coconut oil sugar scrub to exfoliate 3 times a week for oily skin .
Puffy under eyes are usually a sign of dehydration, drink water and reduce your sugar intake . glycogen is stored with water you might be retaining too much
Theres a host of herbs that are antinflammatory , make a tea and leave the tea bags on your eyes. Warm but not too hot . chamomile is one of them

exfoliating is just going to make your skin overcompensate for the lack of oil by producing more oil.
I also have dark circles under my eyes. I don't mind them, but if you want to get rid of them, drink a LOT of water. It works.
