I've been trying to grow out my hair for the past 5 years. It's remained the same length.. I trim it when I need to.
Any tips for how I can get it to grow longer? I've heard of Biotin, but do those vitamins work?

This may come as a shock but if you just stop trimming your hair will fucking grow. If you have split ends snip that individual hair yourself. Avoid the salon, heat, shampoo, and anything that could damage your hair.
I want to grow my hair out, right now the top is around 7 inches and the sides and back are around 3 inches. Should i cut the top so that my hair grows evenly since the top currently covers the sides

Vitamins can't hurt, though a good diet overall will work better. Fish oil or krill supplements are also good. Use a boar bristle brush (I'd recommend a Mason Pearson with boar/plastic bristle mix on thick hair) on dry hair, if you have curly hair you can apparently brush it out right before your shower to get the benefits while avoiding a frizzy mess. The strands need to be able to grow for as long as possible without snapping, and boar bristle brushes help with redistributing oil to keep your hair conditioned. Also, don't wash it every day, use dry shampoo instead in between washes with something like argan oil on the ends. When you do wash it, use a sulfate free shampoo and double shampoo the roots to get the product out. Just be gentle with your hair and don't fuck with it too much. Are your natural curls loose enough to braid instead of using a flat iron every day maybe? Don't use hair ties with metal bits since they snap hair, and avoid styles that put stress on your hair like high ponytails and ballerina buns.
