It eventually gets to a point where it breaks off/sheds and grows at a ratio where your overall head of hair doesn't seem to gain any more length.
All depends on your genes and how well you take care of it. When I was a kid, I didn't have a haircut for 2 to 3 years and it remained short because it was so damaged from swimming in chlorinated water.
