you can get stuff like this from bike-related shops. The main problem will be finding straps that aren't fluorescent or reflective.
If that doesn't work, it shouldn't be too hard to find a etsy person or custom bag-maker to commission for these. It would literally be a strap and velcro, maybe elastic if you don't have skinny anime calves. Actually now that i think of it, it will be hard to get straps to stay up if they are below the narrow part between knee and calf...you might have to stitch them onto the pants, which would probably defeat the purpose
