I tuck my longer tees in high waist pants and high waist skater skirts, high waist belts don't happen because underwire of bra gets caught and makes a crease.

for dresses i'd just recommend setting aside a couple of days where you go out and try on a bunch of dresses of different styles you like. it sounds like shitty advice but to be honest everyone's body type is a little different and trying on a whole lot of clothes is the only way to totally get an idea of what works for you. try and go for better quality/more expensive pieces that you buy less frequently.
in the interim, depending on the climate tight/skinny jeans and polyester/chiffon blouses (the slightly sheer stuff) goes a long way. I can't really describe it but I found polyester/chiffon blouses hang much nicer around my figure/chest than cotton ones. the weight of the buttons wrt to the fabric makes the line of buttons sit nicely in my cleavage. hope that makes sense...
