If we assume he was a real character, perhaps he was extremely frugal and careful with spending all the money he earned from working there.
What would also help is to move into an apartment or maybe shared home with someone who you could befriend and easily manipulate (you'd have to be able to do this well and also hope it's the right type of person)
He just seemed like a hustler though. Whether it was finding a way to sue a company/person/place and settle, or re-sell some shit like raincoats for profit.
