if they're canvas or leather you can give them some resistance with a hairdryer and wax and a thin layer of glue or epoxy in the seams
There's no such thing as 'waterproof shoes' or clothes.
Well, Loro Piana does have their Storm System clothes but those cost thousands. I'm not gonna count those since 99% of people will never be able to buy them.

My black Cadillacs are pretty water proof. I've been in the water with them and my feet have stayed dry.
I spray a lot of my sneakers with Jason Mark "repel" personally. Doesn't repel exactly everything, but what it doesn't is easy to clean off.

you can make it water resistant by spraying a silicone spray on them thats why it has those beads on the left
