You might find something in old town if anything
Around Viru Keskus area you can find Brooks Brothers, H&M, Zara and some mid-tier brands like Tommy Hilfiger and Guess. Luxury fashion is rare, boring and expensive - not worth it. Near the airport is Ülemiste Keskus with Levi's and other mall brands, nothing spectacular. Stockmann has pieces for a more expensive taste like Gant, Hugo Boss etc.
Reede has hypebeasty things, but also some quite nice nordic as well as Estonian designs at discounted prices. They have plenty of discounted Norse Projects and Wood Wood. You can also try SfääR for edgier brands. I would say there are some finds here if you know what you're doing and if you know what you're looking for.
