Hey Broskis, I went on a huge thrifting escapade and found these 3 shirts for 10$ each, Supreme, Supreme, and Balmain; I nearly had a stroke.

I want to get into making/designing/modifying my own clothes. Would getting clothes from a thrift shop to experiment on be a good idea? What will I need? A sewing machine or some shit?

You should start small first, so a sewing machine isn't needed.
Just get some badges or hand stitch some things on them.
No pics, but snagged two classic Brooks Brother's OCBDs, a G. Bass OCDB, and a Brooks Brother's Tweed waistcoat for $5, $5, $4, and $32 respectively.
Consignment shops are the best; generally only high quality stuff as its not a traditional thrift store where you just dump your stuff. It's basically a vendor where you can sell worthwhile clothes, and the store makes a % profit. Found a Burberry trenchcoat for $40.. didn't but cause I'm in my mid 20's and have no need for that shit, but the angle is awesome.
