Personally like high rise on both men and women more because it enhances the taper.

most skinny fits are sold in lowrise though
personally i have no problem with lowrise since i like my shirts to fit around or just above the crotchpoint

i think what he was referring to is the shorter upper block high rise pants offer you when you tuck your shirt, creating a more "tapered" silhouette

Regular waist makes your legs look longer which generally looks better. Low-rise jeans were meant for girls wearing bootcuts over their heels thus making their legs look longer than human, which the lower rise then compensates for.
