It's a M65 style with a hoodie layered.
You can see the separate zipper for the hoodie.
The jacket styling doesn't seem like surplus, so it's likely an updated fashion version.
American Eagle, Hollister, A&F, JCrew, Old Navy, Gap, Etc, all have "Field Coats" of some sort that play off the M65 style.
