Because he doesnt speak Thai. The movie is showing someone that doesnt know the native language. Its really subtle about this plot point. A version without the subs is out there, where english characters speak english, some thai speaks english, and thai-thai talk w/no subs is the artistic solution to the characters "mute" appearance.
