"Yellow Cab" are made in Portugal. For about 100€.
But they are godawful, some of the worst shoes I've ever seen. They made only one good model and I have it. Good shoe. Don't find it anywhere, though.

You might want to consider reaching up above your current price range just a bit and go for LL bean. They definitely don't have the best boots in the industry, but people consider their boots to be the hands-down best in their price point.

The only shoe that I know for sure is formal is the oxford. I don't think they translate well outside of that unless you wear suits all the time. Derbies do semi-formal perfectly, but aren't considered formal for whatever reason.

Danner has a great reputation for its mainline made in America boots. I'm not sure how well-regarded the cheaper, imported ones are.

If you can go black instead, their police boots look downright mean.
