So why shouldn't I get pieces at Ross? Sure, pretty much everything here is just a big reject pile with flawed pieces but if I find a piece that I like, doesnt have any super obvious blemishes, and is reasonably priced, should I feel obligated to get it? It seems this place is only really good for a) picking up bare essentials (white tees, socks, briefs) but it just sucks in everything else.

the majority of items in a store like ross is not actually quality rejects
ross will go to a manufacturer and ask them to produce something at their price points
being a manufacturer, you don't always get paid immediately from regular buyers, or in full, so you use extra materials laying around from previous cuts and make something super cheap
There are some pretty good steals. You just gotta sift through the shit and the messes
